In the game, you can initially station one hero in a town and then have one visiting hero, for a total of two heroes.

Rhodes's own position doesn't matter. He can choose a hero to guard the town, and at most he can buy one more hero. Currently, he can buy two heroes.

Rhodes nodded upon hearing this. It seemed that his Heroes of Might and Magic 3 system was not summoned here by the heroes of the planet Enroth, but rather created out of thin air when he chose to hire a hero.

The included shrine also contained 12 skeleton soldiers that could be recruited, and Rhode was able to recruit all of them.
