"So it's young people?" Du Heng didn't quite understand his logic.

Director Liang stood up, looked at Zhou Huai's information on the large screen, and said, "Immediately set up remote surveillance on Zhou Huai and notify Wei Hongbo that if conditions permit, 'invite' him over first."
"Yes!" Yu Zhen responded and began making arrangements in the command room.
The task force's routine investigative work was generally directed and arranged by Director Shi. However, when it came to unconventional methods, Director Liang gave the orders directly.
What makes this case special is that if the police follow the standard procedures, by the time they get the evidence, the suspect will either have fled or be dead. They have no choice but to take some special measures.
So since a proper investigation is impossible, they might as well not investigate at all and "invite" the person in to find evidence later. Director Liang wouldn't delegate such irregularities to others; he would take full responsibility.
A short while later, Guo Weiran returned, a look of anxiety on his face.
"Reporting to Director Liang and Director Shi, the suspect, Chen Xuemin, booked a flight to an Eastern European country at around 5 PM on July 4th, departing at 1:45 AM on July 5th. She arrived at the airport around 11 PM on July 4th and went through security shortly after. There is currently about an hour until her flight's departure."

The expressions of the people in the command room all turned serious.
Chen Xuemin's actions strongly suggest she is fleeing the country to avoid prosecution. Her public identity is that of a kindergarten principal, and her decision to leave the country at this time greatly increases the suspicion surrounding her.
Du Heng asked, "How did she get the visa?"
Guo Weiran said, "She has a Schengen Area D visa, but it's unclear when she obtained it. She has no record of leaving the country in the past three years."
Director Shi said, "If she is Ms. Chen, a core member of the Light Guiding Association, obtaining a visa would not be difficult."
Du Heng said, "She booked the plane ticket at 5 pm yesterday. She must have noticed something was wrong around that time, but she wasn't sure yet, so she left a few more hours to observe."

"So, should we arrest her or not?" Guo Weiran asked, pointing to Chen Xuemin on the big screen.
Since they knew Chen Xuemin was highly suspicious, they couldn't let her leave right under the police's noses. But if they took action against her, her "circuit breaker" would be triggered, and she would die quickly, leaving the police with a corpse, and Zhou Huai would suffer the same fate.
